What parliament?

voices rise today to request the establishment of a parliamentary system instead of a presidential system!

Others reply, and rightly, that the current system is not a presidential system and parliamentary system also suffers from several shortcomings, including that of political instability.

Whatever the debate, some are unaware that the current parliamentary democracy, modern and contemporary tends to transcend the old theoretical debate.

The real question today around the world raises the question: how fill the parliament means necessary to perform its mission varied: the control of the executive?

The answer lies in the effectiveness of parliamentary action. A majority of parliamentary law experts believes that such efficiency requires some special tools:

- Giving importance to real parliamentary groups.

- Establish committees effective legislative authority (or normative) and control (the Commissions of Inquiry and Investigation)

- give parliament the power to inquire

- Provide the parliament administration modern and competent.

Everyone also agrees that this last point is crucial to the success of such a quest.

However, the current state of affairs, the administration is reduced in view of the policy of recruiting the most mediocre of the entire civil service.

This administration must be reviewed (and almost radically) that the parliament has all of its functions.
